GOALS AND OBJECTIVE OF HNRDA 2017-2022
I. As a citizen of the Philippines, I’m glad and I truly appreciate the HNRDA for having the 3 pillars which are the Malasakit (enhancing the social fabric), Pagbabago (reducing inequality) and Kaunlaran (increasing potential growth) that focuses in forming the
foundation for more inclusive growth, a high-trust and resilient society and a globally competitive knowledge economy together with the AmBisyon natin 2040 program. The HNRDA is organized into 5 sectors: BasicResearch;AgricultureAquatic and Natural Resources; Health; Industry, Energy and Emerging Technology; and Disaster Risk Reduction and Climate Change Adaptation. That concerning about the citizens and development of a society. In line with both the Un Sustainable Development goals and,
by extension, the United Nations Sustainable Development Goals, the HNRDA fights poverty, promotes sustainable development and inclusive growth, and addresses climate change.
II. HNRDA stands for Harmonized National Research and Development Agenda. The
Department of Science and Technology (DOST) has published a report to create
creative solutions that assist Filipinos, especially the poor, through some kind of
constraint approach to multi-disciplinary and multi-institutional research and
development (R&D) engagement. The Harmonized National R&D Agenda (HNRDA) 2017-2022 was developed by the DOST in deliberation with corporate and non-government research and development institutions, academia, industry, and other concerned agencies to ensure that the results of S&T pursuits are aimed toward and applied in areas of maximum economic and social benefit to the people. According to the Science Act of 1958 as amended by RA 3589), The National Integrated Basic Research Agenda (NIBRA) of the NRCP will concentrate scientific study in assistance
of the Philippine Development Plan, the National Security Plan, and the Department of Science and Technology's Science for Change Program from 2017 to 2022. It has six NIBRA issue-based initiatives.
The Philippine National Health Research System (PNHRS) Act of 2013, or Republic Act No. 10532, recognizes and mandates the Philippine Council for Health Research and Development (PCHRD-DOST) as the country's national coordinating organization for health research. In collaboration with the PNHRS main agencies. The National Unified
Health Research Agenda (NUHRA) was designed by the Department of Health (DOH),
the Commission on Higher Education (CHED), and the National Institutes of Health –
University of the Philippines Manila (NIH-UPM). AGRICULTURE, WATER
RESOURCES, AND NATURAL RESOURCES (AANR), Organic agriculture, halal food
production, food safety and traceability programs, and the creation of genetically
modified organisms are all supported by the Research and Development Agenda 2017–
2022, as long as they comply with biosafety standards and regulations. RA 10601,
commonly known as the Agricultural and Fisheries Mechanization Law, requires the
AANR sector to assist farm mechanization in order to develop and improve the sector
and boost agricultural production, effectiveness, and viability. To provide a completely
integrated R&D strategy throughout government, the DOST-PCIEERD has signed
various memorandums of understanding with NGAs, thereby integrating R&D activities
strategically and even economically (through co-implementation and co funding of
projects). More than a dozen NGAs, including the Department of Energy, the
Department of Public Works and Highways, and the Department of National Defense, would have formed agreements by mid-2017. For the period 2017-2022, four additional study disciplines will be listed as priority areas. These are considered emergent industries that are vital to the country's development.
The Harmonized National Research and Development Agenda for Disaster Risk
Reduction and Climate Change Adaptation (HNRDA DRR-CCA) for 2017-2022 denotes
the responsibilities of administrative internal stakeholders associated in DRR and CCA, and is reliable with pertaining domestic and international development interventions.
III. The Philippine Development Plan 2017-2022 identifies one of the outcomes as
increasing the country's advancement by laying the groundwork for an internationally competent 4th industrial revolution with increased digitalization and motivated advancement. As a result, the HNRDA acknowledges our national goals and will act as a roadmap for public R&D investment while assuring a seamless convergence and integration of R&D efforts toward the shared aim of inclusive socioeconomic growth and a better life for Filipinos.
